I did not click on the links on your service, but I discovered that they are ref links, so it is better to provide an option by placing direct links and a box for ref links for those who want to support the service, as the list now works as a ref proxy, which I think is prohibited here.

I agree. There are no scam accusations or opportunities for scams here because both sites are offline. Looking at their past reputation and reliability, they don't need to be removed. The information that they are offline is quite enough.

I am not sure about this. We have not heard from either representative and currently do not even know if they will even come back.

This is becoming a bit of a non-issue as the sites with referral links happen to be the ones who are/have shut down. The Jambler family of mixers don't have direct affiliate programs.

So what? 
There is no rule anywhere that is not allowing me to add million ref links on my own website, so this is really silly coming from you.
It's not like you are going to get infected with malware if you click something that is using ref links, and he needs to maintain payments for server, hosting, etc.
And you can even add any ref links directly in forum signature, so they are technically in forum.

You are right about this. But that's how it is in the affiliate business, those links that can bring profit to the blog owner are always highlighted first. It is logical to expect some kind of reward for the effort or at least possibly cover the costs.
Given that arriving directly or via a referral link does not change anything for the visitor, I do not see a particular problem with that.

For example, Bestchange is designed exclusively for this way of profit, and only services that have an affiliate/partner program can be included in their monitoring. It is their only source of income. (No sponsors, ads or anything similar)

The site has to be financially sustaining somehow, as the servers aren't going to pay for themselves.

Besides, before, the sites used to be in an alphabetical order. All of the sites on the website are indeed privacy services.

I actually think that adding two kinds of links would be more a burden than a benefit. If you don;t like the referral link then just remove it from the URL.

Have you ever donated to this service, since you value privacy so much? 
I don't think so, but you are big on words and criticism, and you clearly have no idea what it takes to operate any website that was attacked by multiple DDOS attacks...
Blaming someone with statement that ref links are not allowed in forum feels like someone is trying to snitch to admin for something that is clearly allowed

Yes, adding two different links might be burdensome but you could have a disclaimer about the links are referral links. However, that's not needed but if added then I think it won't impact the site in anyway.
