IOTA Works with The Japanese Government

The IOTA Foundation is collaborating with the Japanese government on an industrial infrastructure project. The initiative is aimed at introducing Artificial Intelligence technology and a distributed ledger into maintenance systems taking into account risks at energy, industrial, petrochemical and refining enterprises.

Actually what's confusing is the question of what is a distributed ledger?In fact, they say they do this to prevent cyber attacks.
Does anyone have more information? It would be nice if they explain.As we know, IOTA could not make the expected attack. Perhaps with this support, it can draw a new path for itself.
