I'm wondering if this is a coding error?

I thought Sr was the highest rank if you have negative karma...

I also thought that someone who has negative karma , cannot reach hero rank. Maybe admin can give us answer.

That user was already a legendary before the rules were altered. He/She was demoted to Hero for lacking  post/activity. I believe admin is still testing the rule on -karma.

some parts of the rank update are not rolled yet
and also if the user already is ranked hero, he will not drop after the specific part of code enters into action
the code prevents ranking up those that have negative karma
but as i said , not everything have been rolled out yet
