It will actually be a boost to the crypto community to enhance the acceptability of the technology. I think they are doing this to salvage their economy which is at the edge of collapsing as a result of the war with Ukraine. The sanction on them makes them think of alternatives to salvage their economy.

But every govt have own consideration.

it seems that the Russian government has issued a law not to accept crypto to be able to carry out activities there, obviously this confuses crypto users there, because we know Russia is a country with the largest crypto users.

I also think Russian will be same like China government that banned bitcoin mining.
