Q1 from 2018 to Q1 2019 is when the market is bearing, and this causes many projects to resign even before the ICO period ends.
this is quite my concern, because I feel a lot of hunter bounties are not active when the market is bear.
but will the bounty hunter come back again and will increase when the market is bull?

Multiplication of the bounty hunter is certain when the bull run starts but the big question is what will you trade when you have work for nothing in your wallet,in the quest to make money during the bull run hackers will flood all,stealing from what they do not work for.

Yes,on the bear market a lot of bounty hunter quite to make bounty campaigns because the payment worth in usd dollars it was to low ,but on the bull market rhe reward will be high so a lot of bounty hunters will start again to make bounty.

Honestly speaking in 2016 the number of people working in Bounties was comparably low if we compare in the number of todays worker todays number are more that double compare before so it means wether there was a bull running or not Bounty workers are increasing drastically.

I am not too sure that a bounty hunter will benefit much when crypto prices on the market are rising.
But when the coins we get have a good price then when the price of Bitcoin rises, the coins we have will have a high price and the bounty hunter who holds the coins from the bounty will benefit

What I think is, if the projects we attended their bounties for will survive till the next bull market, we will eventually earn a lot of money. Now bounty companies are not relevant, and it is very hard to make money on them, almost impossible, almost all coins are traded minus 10-20 times the price of ISO. Yes, we are hard to get proper money from bounty rewards now. There are many bounties that result only in cents. While others ended with no rewards at all, because of scams or failed projects. I think this situation may be changed with IEO system, but the number of bounties seems to decrease.

hail No. that is when you know the real and active hunters. the market went as low as 4k for btc, 40% of new projects loose and sack staffs, some closed down while some projects forge ahead. few got listed on exchanges . hunters are not going anywhere. real hunters stay back to fight for the market.
