1 to 4 ranks demotion

Can I pay to have my strike or penalty removed?
- Removing plagia strike (https://www.altcoinstalks.com/index.php?topic=115432.0): You lose half your points and you need to burn 5 ALTS or 5$ worth of ALTT.
