I don't think it will go that way. Alts are very dependant to bitcoin thus it moves by the glory of bitcoin. As I observe when btc goes up, alts remain on the bottom but when btc drops, alts drops as well. By now, maybe I will believe when the times comes. But unless it does not happening I doubt as always.

Whether time is right to buy depends on coin you are buying with. You may use dollar if they are down against dollar but they may be up against bitcoin so you would not buy.
If you stick to quality alts with real demand you should be able to buy with later profit.

Just like you, I also prefer to buy Bitcoin when the price moves down, because there maybe I can get a cheap purchase price, If the price of bitcoin is moving up and I don't have it I will think about buying it, fearing the price will drop after I bought it. There are small reaction with pump with the alts everytime their is a correction with bitcoin or making in stable but going through, it pump shortly. Still depends of bitcoin performance all the way.

Yeah, most of these professional or expert predictions has not yielded much positive result, hence many of these price prediction or correction keeping resurfacing. I think that correction of prices may be like individual ideas, and altcoins may start it's bull run at the appropriate time, though not all altcoins will experience a bull market.

Usually i used the pattern if bitcoin goes up=alternatives coins goes down, bitcoin goes down= alternatives coins goes down and if bitcoin stable = alternatives coins goes. But it depends on the volume transaction between bitcoin fair fiat money, so if the volume transaction under 50% bitcoin fair fiat money i will trade alternatives coins. So in market correction does not mean it is time for alternatives coins to be more expensive.

I'm not sure aboutvthat scenario, maybe but in my point if view bitcoin just will still remain surging this month of july because as what we notice now its persistently pump and dump in between $10k to $11k that seemingly planned to achieve the speculation price worth $15k.
