Think of net neutrality issue
but now apply it on bitcoin related traffic ..
would governments take this step, are they able to do so ?

No, governments will no longer go on limiting the Internet in order to limit access to the crypto currency. It is impossible and meaningless at the same time. The Crypto currency has already been introduced into our lives, people will simply defend their rights to use crypto currency, including active forms of protest, so governments will be afraid to do so.

I personally don't think this approach would work, even if they did it, there would just be fewer miners and the difficulty would drop and adjust and the network would function just fine... there's no way you get multiple 1st world countries enough to make a difference, and even if it did, you would barely need anyone to keep it going... the beauty of its design.

This will never happen, since the only possible to make this thing successful is by doing it not just in one countries but the whole world. This will require power over all nations, and this is also what makes it impossible.

That is impossible because not bitcoin alone who needs internet. The generation today's internet is life without internet no life. Bitcoin is not only the victim but also the people.
