I think "Ice" here is "Regulation".

Where the coin is stable it is difficult to realize its purpose for some benefits hindered by the rules and regulations of various world governments.
We cannot force the government because our lives are all regulated by the government in the country we live in and this "Ice" is indeed an obstacle that is difficult to melt by stable coins at this time in the world.

It is true, friends, regulation is something that must exist so that you do not go around creating a business system in various fields.

We all know that this stable coin has a lot of rules that must be obeyed.
And the most vital rule is the "backup fund" which must be equivalent to the creation of a Tether coin in 1 coin.

The country of Switzerland is already prosperous and the country's income is surplus, aka no poor citizens.
The stable coins in Switzerland are definitely good and feasible to be developed so that cryptocurrency can reach all countries.

But if a cryptocurrency is unstable like normal altcoins then I think the Swiss nation will oppose it too.
