In civilized states, there is no complete prohibition of anonymous wallets. Usually only suspicious transactions and transactions with large amounts are tracked.
The Russian government wants to impose full financial control over its citizens.

This is a stupid decision by the Russian government.  Even during the Soviet period, there were anonymous accounts for the bearer.  It is enough just to control such accounts so that there is no abuse.  The Russian government has long been afraid of its people, so it is trying to impose any restrictions on their rights.
