a stage at which a coin is first brought to public and people are allowed to buy their portions ( usually at a lower price) of the coin before it is listed on an exchange.

ICO means Initial Coin Offering. A process whereby a token or coins developers distribute part of their holding to the public at a certain price. Usually lower than it would worth when it finally hits the market.

Basically investing in a project at an early stage to help fund its development. Buying a coin at a huge discount or at an early bird rate as they say.
