I think the Iranian government can smell the roses when it comes to Bitcoin mining as an opportunity to get away from the many sanctions the country is imposed with but on recognizing Bitcoin it has many things to consider especially the fact that BTC is not something that can easily be controlled by any executive or parliamentary order. So most probably it can be allowing BTC on a limited scale and letting mining flourish because they are seeing it as good economic tool for the country.

It is very difficult to comment on embargoed countries. They are rightfully doing what is in their own interest. If the need for energy is not a problem, they will continue to produce Bitcoin to make money. If there is a shortage of energy, they will ban it. Everything is simple. A balance based entirely on self-interest.
