The Central Bank of Russia would agree to the legalization of cryptocurrency mining, provided the proceeds from the activity are converted to fiat outside of Russia. In Russia, they are very afraid of the circulation of cryptocurrencies within the country. Although they claim that they are doing this in the interests of their citizens, in order to protect them from the high volatility and riskiness of cryptocurrencies, this is probably not the case, since the Russian authorities are the last to think for citizens. In almost all civilized countries, governments treat cryptocurrency, if not positively, then tolerantly. But such an attitude indicates that Russia is far from being a civilized country. And their military aggression in Ukraine is proof of this.
