I don't the meaning of those terms as far as altcoinstalks is concerned
I mean locked messages, poll, sticky messages

That is only a concern of the admin and moderators,  also with the OP if he/she already has the answer his/her concern.

I guess it could mean a variety of things.. Locked Messages simply mean that the moderators or admin feel like the topic has been answered to the best of its ability or its controversial, obsolete, etc.  It simply just means that they feel that the topic has no further need for discussion.
