Most bounty campaigns in these forums are not working some are old ones
Sorry to say but in some forums like Bitcointalk, Bitcoingurd, crypto talk, and all that, please sir can we have more of them in these forums it will be a great opportunity. And this forum should not just be only talks and topics about coins and I think getting some small cash flow should be fun in the group it is an opportunity to be in this forum

They will come if they'll consider that here is a lot of interesting discussions, that people in here are interested in crypto, that here are few low quality posters and bots and there will be an interest to a project they represent. Otherwise once attracted they'll leave anyway. So be active and help a forum to grow. ;)

I joined bitcointalk today and was serious hacked off. Said my IP had been used for "evil" in the past which is absolute BS and to post I had to send them some BTC, that's a horrible tactic. They know full well you can't sent 0.00002 btc or whatever it is from most exchanges so you are being forced to pay more. I have no issue supporting forums but I won't be bullied in to it!
Maybe I have got the wrong end of the stick. Seems better in here.
Can someone explain to me what a bounty campaign is? Is it to recruit new members. I have seen it mentioned here a few times but am not clear what it means.

First, always look at when the post you are responding to was written, because you just quoted someone from 1+ years ago. We call that necropost, and we avoid such things. I hope I don't have to explain why.
I joined bitcointalk today and was serious hacked off. Said my IP had been used for "evil" in the past which is absolute BS and to post I had to send them some BTC, that's a horrible tactic. They know full well you can't sent 0.00002 btc or whatever it is from most exchanges so you are being forced to pay more. I have no issue supporting forums but I won't be bullied in to it!
It is just a kind of fight against automated (bot) creation of new accounts and possibly spam prevention. Maybe someone before you used the same IP address to access the forum, or if you used a VPN, these are the most common reasons for evil fees. It is mostly a symbolic amount and serves to confirm that a real person is behind the account.

Be sure to check the date, maybe some bounty campaign is no longer active. Also, in each first post, you have the rules that are required from the participants. Sometimes the forum rank is not important, and sometimes it is exclusive only to a certain rank
