It's a yes and no. You can PM him directly if it needs private info, of course, if its only about the forum. If it just needs the community's help, then feel free to tell/post what your problem is so that anyone can help yo with that.

Just call him in the chat in the main page. He is always there, very active and always answers everyone.

I don't know what reason you actually opened this topic for help with or what you want to contact the admin about. I think the first thing to contact an admin about is whether you want help with a logical issue. And if the topic is illogical then it is normal that you will not get response from admin.

I doubt as a newbie he could talk in chat, not so sure, and as a newbie, he might not even pm admin so maybe that's why he created this thread. I wonder what's so important he has to tell admin. Maybe its an alt of someone who wants to contact admin to get some help related to the main account of maybe he has some other problem and I am just guessing wrong here.
Op just share your problem here so we all could help.

What would you like to ask the admin for help with? Bring it up here because if your problem is mild we can solve it. However, if there is any problem with your account then you can give feedback directly to the admin. if your problem is extremely complex then the admin will definitely respond to you. However there is a telegram group for altcointalks forum where the admin is always active so you can contact from there if you want. Again from this forum you can give message to admin directly.

Newbies can send PMs to anybody (but there is a message limit per day), this includes messaging the admin. I am not sure if they can use the chat feature though, but I believe that's possible too. If somebody like Doovla can always use the chat interface, a newbie should have no problem with that either. That being said, it's not suitable for private requests.

Oh thanks for the info I thought Newbies might not PM; maybe I got confused by this rule with something else like they can't share links. I am not sure about the chat feature as well and I did not notice how old Doovla is I mean I did not notice if he was a newbie here, but he is quite famous now haha. He PM everyone even me, and he was also active on Chat to make himself famous overnight.
BTW, I wonder what the emergency is for OP here, he still did not clarify.

My suggestion, if you ask about a general topic, it's better not to PM the Admin because the Admin will give you negative karma. I still remember when I created a general topic What if the Account Owner Dies? (https://www.altcoinstalks.com/index.php?topic=324672.0) then I tagged the admin in the public chat and the result was the admin immediately gave me -karma because the reason was "tag admin in public chat for general discussion topics".
But if you have an urgent problem, such as about technology in the forum or finding a bug in the forum, maybe it's better to tag the Admin in the public chat or directly DM the admin. Cmiiw
