No passport and no hat
It is desirable to be able to pay with crypto and use it immediately. Is there such a thing?

And many more, most hosting services that do not accept Bitcoin also accept gift cards that can be purchased with Bitcoin.
this is for hosting but to create the site you may need paid templates.

If you want to look for more options you can visit kycnot.me. I'm pretty sure they have listings for domain/hosting services where KYC is not mandatory (although some of them have a clause where they can terminate your service if you host illegal content). It's quite up to date although new listings take a while. If I remember it correctly there are hundreds or thousands of submission that the owner needs to go through. CMIIW.
