Imagine you trying to send some ethereum or used a decentralized app, but you're faced with a very high transaction fee, Making you even pay more fee than the actual amount you paying. Do you think they would be a potential and permanent solution to this.

What a coincidence that I just replied to another thread talking about a similar thing. What kind of permanent solution are you looking for? If we look at historical data, I'm sure the fees are cheaper compared to previous years. That being said, even when fees are expensive, some people still pay ridiculous fees. At the end of the day, it's just a supply and demand situation. For the average joe, the solution would be to stop using the network for a while and hope the network no longer becomes busy. If you want flat fees, maybe a fiat network or permissioned/centralized blockchain would be able to offer you that.
