I think you mean pump and dump type of coins.

The requirement that make an altcoin to be valuable i guess is what the ICO can do and how it is able to benefit the users, as the amount of an ICO is always limited so when there is more people seeking this coin and the amount of coins flowing into the market is not enough to feed them then the price of the coin should increase.
