Russian president Vladimir Putin is a bitcoin skeptic who wants cryptocurrency regulations in place “by July 1," according to the official government publication Parlamentskaya Gazeta.The regulations are part of the Digital Assets Regulation Bill, which is expected to set guidelines for cryptocurrency use in Russia.

Separately, the Russian Ministry of Finance plans to introduce a law that will criminalize the use of cryptocurrencies as money substitutes.Elvira Nabiullina, head of the Bank of Russia, said she and the Russian Finance Ministry oppose the use of virtual currencies "as private money and money surrogates,” saying only the ruble can be used to pay for goods and services, Bitcoin.com reported. "There is the ruble, and everything else is a surrogate," she said. Nabiullina said the move to criminalize the use of bitcoin and other digital currencies as money substitutes is to protect the Russian ruble. "This is necessary to protect the ruble as the single legal [means of] payment in Russia," she said.

So, it is not that much easy adopting bitcoin with local currency. To save the value of the local currency they are trying to avoid bitcoin. Where China is also doing the same..

In my opinion, there must be regulation of using bitcoin in any country to save the local currency value.

What do you think?

This is absolutely bad news for crypto world. I don't really know why countries are failing to understand that cryptocurrency has come to stay and the earlier they adopt, the better for their econony.

This news, although not fresh, but relevant. After these events, the first persons of Russia have already spoken less categorically about the crypto currency, but the first of July passed, and we have not yet adopted the laws on crypto-currency. As far as I know, the crypto currency in Russia will not be banned, but the right of its use will not be for everyone. In general, people are going to not admit to crypto-currency. But the bill on the regulation of ICO I liked them. Fraud there certainly will not.

I agree mate, It is bad news. I think The country should accept and legitimate crypto. Because It is the future technology.

Let's not panic too much, I think news like this often happens in the development of Cryptocurrency. 
This is a FUD that will be followed by a decrease in Crypto prices, don't be complacent with the atmosphere and stay focused on profiting from Cryptocurrencies. 
Let them talk about Bitcoin and Cryptocurrency, can't we see together that Bitcoin is still showing its development.

Elvira cannot influence what Vladimir Putin will answer, since it is the President's word. Putin is neutral on the Bitcoin side. This could be seen in the last interview with Putin. The digital ruble will come out, then everything will start, namely, positive development trends towards bitcoin. Today there is a tax on payment from the use of cryptocurrency - this is enough not to go too far. I think that Putin will do everything in order not to harm Bitcoin.

The president este "dictator" will always have the final say no matter if the financial regulators or government are "planning" to ban cryptocurrency transactions throughout the country. The last time I remembered is that cryptocurrencies aren't legal for payment methods in Russia, but trading is fine. Since you said that he is neutral on Bitcoin, I don't think he will give an immediate "yes" to ban (although there is still a possibility). It'll take a lot of time for this to take effect if this happens.

I think It is just matter of time, I believe they will accept bitcoin at the coming years or maybe have own crypto currency.

This is an old story and it was not implemented because until now, it is fine to trade and hold cryptocurrency in Russia so there's nothing to be worried about because it does not happen, Anyway, In 2018 there is an article discussing that possible cryptocurrency ban and it might be happening in Russia but its already 3 years now and there's nothing happen so its a hoax story.
