Personally, I think  ICOs are both legit and scam. There are some good ICOs that was legit but after the campaign turned into scam. Though, there are truly good or a legit ICOs the only problem is, its rare to find one.

The scam ico can be avoided if you will make a personal research for the ICO you want to invest in. It is very important to understand the content of the project in the whitepaper paper to see or recognize a scam ICO.

ICO's is totally legit, but only few of this, So in order to avoid scam ICO's out there you must to take time to read their white paper, understand their project and always ask questions to the team if you have any doubt about the project, and make sure the team behind the project is well experience in this kind of industry.

Determining a legit ICO is not all. You should also look for a project with future whose coin will be in demand and increase the coin value and price

Some ico's are legit and some are scam.

You can't put them all into the same basket.

You can check everything here:
https://www.coinschedule.com/
https://tokenmarket.net/
https://icorating.com/

but I suggest to choose an ICO that has softcap, it's okay even if there is no bonus because if it's softcap it's the safe point of collecting ICO money.

You need to be in the programmer's team. Check the command. Is it really them? If it's them, then study their technical paper. And ask more questions to team members in social networks. Scammers almost always do not understand anything in the technical issue.

Learn the product. Is it really interesting for people?

There are some good ICOs that are legitimate but after the campaign turns into fraud. Even though, there are ICOs that are really good or legitimate, the only problem is, it's rare to find them. With your own research and analysis.
