Proof-of-Authority is introduced by Microsoft on it's Azure network, the product features a built-in decentralized application (DApp or dApp) called the “Governance DApp” that provides consortium members with the authority to govern the network or delegate their voting power to others. Network participants can also delegate other nodes to vote on their behalf in the event that their primary nodes go offline, ensuring that all members maintain continual consensus participation.
Network administrators, in turn, can use on-chain voting to vote on and alter network authorities in a transparent and auditable manner.

Microsoft have a thing about authority. On their enterprise domains they have something called certificate authority, it probably works in the same way

Proof of Authority (poA) networks make transactions faster and easier because it networks are more secure due to the trusted validator model. The validators are not chosen based on their wealth, but they are chosen based on their background, identity, reputation and expert, Proof of Authority (poA) networks are less vulnerable to 51% attacks because or due to the trusted and reputable validators.

Proof of authority is an algorithm used with blockchains that provides relatively fast transactions through a consensus process based on identity as a part. Proof of authority is typically used by centralized or private blockchains. Moreover, POA is able to complete transactions faster and more efficiently with less energy wastage. So POA motivates members of a network to maintain a good track record because validators with a poor reputation will lose their position. So it may be untrustworthy people weed.
