Title: What is the good place to start testing lightning

I'm not aware that there is any alternative Lightning forum to go to.

You need (in order):

    Bitcoin Core installed
    A sync'ed copy of the Testnet blockchain
    Some Testnet coins (there are faucets available, I believe)
    A lightning node installed
