I see and observe recently that many ICOs are below the ICO price when they touch the exchange. Do you think it's a smart step to wait for an exchange and buy the tokens you want?

It's risky either way. I know of some ICOs that never really went below the ICO price. However, most ICOs fall below their ICO price even factoring in the bonus tokens you got for early investing. I would say you're more likely to see a bigger return by investing after it's listed on exchanges, even decentralized ones.

Personally, for myself, I've already looked at several projects, the coins of which I will not buy during ICO. In one of them, they set a minimum limit on the purchase, but I do not need so much, and the price is quite high. And after going to the stock exchange, I think I should buy this coin. yes when entering the exchange the price always drops below ICO price I think that's because some people buy at preico because they get a big bonus,but buy when ico has a higher risk than buying when it's registered in the exchange.
and a good step is also to wait when entering the exchange and the price falls to buy it has a low risk.
