Having a ready made project can be a very big boost to an ICO but that does not mean without a product , you wont have a successful ico and vice versa because there are some ico that started with products but still failed. The team behind an ico go a long way in determining the successs

BTC came without a product and it is still reigning. Right now in the world of crypto, if you don't back your project with a product which is working or they think you can make it out, people will not invest into your project and you will run at a loss.
