Completely false statement i think. It really is because of blockchain if ICO is on Ethereum then also is not possibility because ETH circulating and price low is uneffective.

Many projects fail to reach the target is one small influence on ethereum value. in my opinion the large circulation of ethereum coins in the crypto market is the main factor for the decline in ethereum value. when negative issues come, many investors are busy selling and that causes eth values to decrease.
