Title: How can a goverment trace you have BTC?

How can the government discover I own BTC, let's say I'm from Venezuela where crypto is banned, what they can do to discover and arrest me?

I know bitcoin cannot be tracked. The government banned the use of bitcoin but they did not openly plot sites related to bitcoin or track who owns bitcoin. I think it's difficult. This means that bitcoin is not completely banned, just a warning not to use bitcoin as payment.
