"Every crypto exchange in Iran [has been] filtered since May."

That's how one Iranian bitcoin advocate, speaking on condition of anonymity, described a new wave of government censorship that has cut Iranians off from vital links to the crypto economy ahead of a scheduled renewal of U.S. sanctions in August and November.

Several Iranians exclusively told CoinDesk they are having trouble accessing crypto exchanges like Binance, Blockchain and LocalBitcoins, even with virtual private networks (VPNs) and other workarounds that were already commonplace because of international sanctions.

It's a scenario that highlights the complexities of censorship resistance – a country whose people are most in need of an economic lifeline are now ostracized from empowering services.

"Many people are using it [bitcoin] as a hedge instrument because buying BTC is easier than going into the black market to buy yourself US dollars," said the Iranian source, a cryptocurrency veteran with deep ties across Tehran's startup scene.

No speculative investment, the source is referencing how Iranian's currency reached an annual inflation rate of 127 percent on July 2. (For some Iranians, bitcoin's volatility appears trivial in the face of rampant inflation and political uncertainty.)

"[President Rohani] doesn't want Iranians to transfer foreign currency, especially dollars, outside the country," said Ahmad Khalid Majidyar, director of IranObserved Project at the Middle East Institute, a think tank in Washington D.C. that offers non-partisan political analysis.

Majidyar told CoinDesk:

"If [diplomacy] falters, it would mean there are more restrictions, and definitely cryptocurrency would be impacted as well."

Most experts agree that the current economic crisis, one tied to international relations, has spurred Iranian authorities to seek strict controls on cryptocurrency. (A CoinDesk survey of 200 domestic crypto users revealed a majority used the tech for cross-border payments.)

In light of the political situation, the censorship has been a long time coming.

In December 2017, Iran's anti-money laundering body forbid financial institutions from working with cryptocurrencies like bitcoin. This policy stipulated the Central Bank of Iran cannot take "any action to promote" decentralized currencies.

Then in May, the Iranian Financial Tribune reported Mohammad Reza Pourebrahimi, head of the parliament's economic committee, warned crypto traders could harm the Iranian economy if they continued to spend billions through international marketplaces.

A group of European banks announced they have completed first live blockchain-based financial trades across borders via their jointly developed we.trade blockchain plaform.

According to an announcement on Tuesday, the real-life trades were executed over the past five days among 10 companies and were facilitated by four banks using the blockchain technology.

HSBC, one of the nine institutions that set up the platform as a joint venture, claimed that three of its clients managed to complete open account transactions last week via we.trade within Europe.

Built on IBM's Blockchain Platform and its Hyperledger Fabric technology, we.trade was established by Deutsche Bank, HSBC, KBC, Natixis, Nordea, Rabobank, Santander, Société Générale and UniCredit, in a bid to boost the efficiency of cross-border financial transactions.

As reported by CoinDesk in April, we.trade was planning to begin testing the platform in May with an expected commercial release in the summer.

At the time, Société Générale told CoinDesk the reason we.trade's development can move fast is that it focuses on small and medium-sized businesses (SMEs) trading within Europe.

Parm Sangha, IBM's blockchain lead in Europe, commented in today's announcement:

The Philippine government will allow 10 Blockchain and cryptocurrency companies to operate in the Cagayan Economic Zone.

The companies will reportedly be the first Blockchain and crypto-related firms to legally operate in the Philippines after the Cagayan Economic Zone Authority (CEZA) established a fintech hub with the goal of creating an Asian “Silicon Valley”. CEZA is a state-owned corporation that manages the Cagayan Special Economic Zone and Freeport.

Chief of CEZA Raul Lambino stated that they will permit cryptocurrency exchanges, mining, and Initial Coin Offerings (ICOs):

“We are about to licence 10 platforms for cryptocurrency exchange. They are Japanese, Hong Kong, Malaysians, Koreans. They can go into cryptocurrency mining, Initial Coin Offerings, or they can go into exchange.”

Lambino stressed that crypto-to-fiat and fiat-to-crypto exchange transactions should be conducted offshore, in order to avoiding running afoul of Philippine law.

Firms are expected to generate employment in exchange for the tax breaks they will receive. CEZA will also require the companies to invest at least $1 mln over two years and pay up to $100,000 in licence fees. Lambino added that CEZA is also looking to build a Blockchain and fintech university to provide skilled employees for the new companies.

Earlier this month, the Securities and Exchange Commission (SEC) of the Philippines issued an advisory on cryptocurrency Cloud Mining contracts, demanding that they be classified as securities.
