I think anything can happen in a civil war situation. During civil war the government can't function properly in that case you can't fully rely on Fiat currency. To consider other alternative options I believe crypto would be the best one and safer too.

There are a few good wallets. I had used Exodus, Electrum before. Both of them are good. But right now i have been using trust wallet and myetherwallet. You can also use metamask which is also good.

You can keep your assets in an exchange for a short period of time. If you are planning to keep it for long term then it is not safe. Because you can't trust exchanges they can get hacked anytime. In case they get hacked your assets would be lost. Instead use myetherwallet and metamask these wallets are safer.

I think the situation is not that bad either. China's economy is the second position in the world after United States and it is expected that it will take the first position in near future. I believe in some countries especially Muslim countries gambling is not legal. It is banned in some countries. Under age children should not be allowed to gamble, as it will adversely affect their academic activities. It will also affects extracurricular activities.

If you are experienced or not doesn't matter. In gambling you have to depend on luck. If you are lucky then you can win a big jackpot. If you are experienced all you can do is to be a bit more cautious. So I believe everyone can do gambling but it would be better if they take it as a fun. It is true that you can win occasional jackpot but it is not to be taken as a source of income.
