Because as I understand, you are only asking for everyone to invest in this IEO program
to make this token can get a market, am I right?

None of us in the cryptocurrency industry knows when is the right time to make Bitcoin become 20, 000$ each, I guess in my opinion, only this will happen again after the halving again perhaps. We just really just don't know the exact date and time when.
But I do hope soon. 

A friend of mine once told me that exchanges is the safest place to leave one's tokens because if the exchange is hacked and tokens stolen, those tokens that were stolen will be refunded to their owners by the exchange. So I ask the more experienced ones amongst us to share their experience with exchanges and to share if this claim by my friend is true.

That depends on the exchange you are going to use, if this is one of the top platforms at the coinmarketcap, I could say anyhow it is safe, but if the exchange is not on top in the market, I guess you need to be very careful of course. I knew this opinion of mine knows by most of the majority of people here in the forum.

For over two months, Bitcoin has been struggling to pass the price mark of 10,000k but keeps returning below the price. recently, the price has dumped below 9k and it is apparently clear that the current price might maintain current stautes.

Didn't you notice that the fluctuation price happened into Bitcoin for the month of April and May
was ranging from 9000$ to 9800$ which means it will surpass more than the amount of 10k$.
