I have an account on Publish0x but i rarely used it. since a lot of blogging platforms out there and one of those is steemit. since im already using steemit and medium since 2017 thats why its already familiar to me, but when you mentioned that you can submit any article even those you didn't created personally that's odd to me its a form plagiarism and then Publish0x has permitted it! btw i'm not in a position to judge anyone here but i'm just doubted it to happen.

There is a difference between PublishOx and Steemit. PublishOx there are no articles about bounty. Something related to Blogs Campaign. While in steemit many articles related to the gifts. So I guess, PublishOx is better than Steemit.
