OmiseGO is the business building this network, so that we can use it for our business applications, which include making digital wallets interoperable with each other (as u/AlexanderSupersloth explains really well above) and also giving millions of new people access to the existing Omise Payment gateway and network of merchants. However, anyone else can use the OMG network, for any reason they see fit, too.

OmiseGO offers the same exchange functionality but keeps all its transactions decentralised and stored on the blockchain. This keeps the data secure because a hacker cannot access one location to tamper with, say, the available funds of one person. A hacker would need to convince every user of the blockchain, making hacking attempts virtually impossible.
