It's very democratic. On the bitcointalks forum, it is forbidden to have multiple accounts at the same time in any case.

Currently the highest rank on this forum is Padavan. Interestingly, over time, other ranks will be introduced? I don't think it makes much sense. Many signature campaigns share a table with the bitcointalk forum. For convenience, you still need to have the same ranks on both forums.
