So far there's a lot that believe bull run is coming once again. Though Bitcoin and Ethereum is showing good signs about it but still currently fighting to let the bear end and bull market raises and speak louder than fuds. Also U.S government put some pressure into crypto. However, the cycle might repeat once again that after FUDs, good use cases will floods the Internet about crypto.

If positive sides will be shown more in television, news, magazine, sports and social media. Do you think altcoins will soar higher once again following Bitcoin to moon?

I've been out of crypto for a long time, now I want to get back in.  To choose a coin, I will pay attention to what is currently hyped, and it seems like coins based on the Ethereum network are still worth buying and holding. 
Currently there are many new platforms too, such as Arbitum and others, but because I personally am not very familiar with these networks.   So as an alternative I still choose Ethereum and Altcoins which run on this platform.

Seeing declining market conditions like this, of course it is the right time for crypto traders to buy coins. 
We don't need to be afraid that prices will fall again, because after this deep decline prices will definitely rise again. 
My message is to just do short-term trading to make a profit, because in the long term it's still worrying.

The safest choice is indeed the top Altcoins, the chances of losing are very small.
Unless it's a LUNA project, it's the worst top-ranked Coin I've ever seen. 
Ethereum, BNB, Bitcoin are quite safe to buy and invest.

The advice I can give is to be careful in investing in new projects, because actually these scammers are good at committing fraud. 
A project that looks good but is actually a scam, when you find a new Crypto project that has no clear concept and purpose you should just leave it.

in my opinion, etherum will still be ranked 2 because the etherum project is usually very promising compared to the binance smart chain project which leads to many scams, so etherum will stay at rank 2.

Recently, many new Crypto platforms have emerged that have the same function as the Ethereum, BSC and other platforms. 
But I believe even though Ethereum has a high cost, this platform will still be number one. The number two Binance Smart chain, Solana, and others will be at the bottom. 
But the development of Crypto is growing rapidly, maybe in the near future a Crypto platform will appear that suddenly surprises us
