If they (bitcointalk) did not implement merit system, older user will have so many rivals on signature campaigns. Little stakes, little rewards. The spam number increased so much

Choose good altcoins to be hold, and throw away shit tokens that you have with no doubt. Many icos just a fake project, don't hope the price can hit bitcoin, sell them as soon as possible

You can see the rating from ico listing site. But the rating can be manipulated. Better if you do diligence by yourself.
I guess you ain't really a noob, sorry please correct me if I am wrong. Just choose which bounty you want, just take a good one
