Dash Forum / Dash Vs Bitcoin

Hi All -
I found a wire that came loose from under the dash somewhere. Its a black wire w/blue spots and I believe its a Ground wire for the gauges - maybe the gauge lights. Cant find a empty connection of where it may have come from. Are all black/blue wires used as grounds?
