After long discussion with admin (and after approval by senate) we come to the solution that an exception for this voting can be made.

Total votes required: 400
Votes can be bought by alts: 200 (already bought)
Votes required from old users: 50 (received 51)
Votes required from new users: 150 (received 98 so far)

Senate able to allow the voting even if there is not enough votes or exchange missed votes on ALTS tokens.
