Rules naming

There are general rules that were established, but with time new rules are being created.
I do not like the idea of too much rules, but unfortunately we can not have 0 rules as that leads to abuse and discontent.

I decided that rules will now have the username of the user that caused the rule to be created.

It's just a reminder for me and others that this rule was created because someone found a way to abuse a feature or something.
