What a coincidence that I just replied to another thread talking about a similar thing. What kind of permanent solution are you looking for? If we look at historical data, I'm sure the fees are cheaper compared to previous years. That being said, even when fees are expensive, some people still pay ridiculous fees. At the end of the day, it's just a supply and demand situation. For the average joe, the solution would be to stop using the network for a while and hope the network no longer becomes busy. If you want flat fees, maybe a fiat network or permissioned/centralized blockchain would be able to offer you that.
