Yes, that is one of the impression these start ups are trying to make.

Other possible reasons:
1. They want to avoid annoying "when exchange?" questions from some investors and from most hunters
2. They do not have to worry about investors from countries with strict regulations on token sales like the US. Those who are interested can just buy directly on exchanges at ICO price.
