Dov2 rule - about repetitive use of karma towards a specific user

Karma is to reward and punish other users based on the ideas and posts and behaviour.

But focusing on a user and dispatching negative karma (or positive) to this user is not the natural and recommended way of using karma.

Those abusing karma in a karma granting scheme were always punish by losing their karma and ability to grant karma.

Today i am adding to this a new rule, those who repetitively smite the same user, for no apparent reason other than holding a grudge will lose ability to grant karma.
This decision could be overturned in 1 month, if they abide by rule, and burning Altt tokens (to be decided at time of appeal)
