I don't think it is possible to remove plagiarism badge.

Just to clarify, it is possible to have plagiarism strike removed without payment per: https://www.altcoinstalks.com/index.php?topic=115432.0.  The main condition is that the user has positive karma, which is currently the case. It should go without saying that if the user were to re-offend then they would receive a plagia penalty, rather than another strike, which would be much more difficult to have removed.

It's otherwise been 2 weeks since this appeal was opened and it's disappointing to see how slowly the forum court is current functioning.

Could a Judge please make a final decision for admin to implement, thanks.

We have some judges. We have no specific board for the judges to communicate. Sometimes I try to share the case on telegram group but it doesn't work. Why do you seem too hurry for this case? I think we have tried to do the best. Even in real court council, it should take time. Sometimes for weeks, or even months. Even I myself, I have no right to intervene other judges to hurry making the decision. I hope you can understand, mate.

IMO. Judge should agree if Admin has made the rule. It is clear, he just needs to follow the step.

I think it's you who hasn't understood things correctly. What you have to do to have the administrator or a moderator remove your negative badges are the steps described in detail in the link I put in my last post. If you do not follow these steps, no one will delete your badges, it is you who must start the process for everything to work. Just because you don't understand some things doesn't mean someone will remove your badges.
