In deciding to buy bitcoin for strategic reserve fund, a president like Trump also has to talk to the legislative council. This is what usually happens in my country, I don't know what it's like in the US.
but if the decision to buy bitcoin as strategic reserve fund is made, it is certain that the price of bitcoin will soar.
Government actions also have a major role in the shifts within the market since they are responsible for making certain decisions. Specifically, if the implementation of bitcoin is going to be planned for a particular country, then this step is going to have a localised as well as a global implication. The decisions often require a lot of debate as it is not every day that such assets as bitcoins are traded in the market. In the event that such a policy is adopted in your country, the demand will follow suit to move the Bitcoin’s price to the next level. Such an impact has happened in the past when large institutions started transitioning towards adopting the product, and the market reaction could therefore be substantial.

ETFs => into keeping BTC itself as a reserve.

Next step - using BTC to some degree.
