Well prepared crypto regulations in Malaysia?

Malaysia is one of the many countries which is working on cryptocurrency regulations. And looks like work over it has been finished, because new rules considering ICO and trading will come to life on next Tuesday - here you can read about it on spam blocked b
But most importantly, new law says what crypto really are. According to this, cryptocurrencies are securities, which are covered by the Securities Commission’s authority. What do you think about this solution?

I think that most of ICO are recognised as securities as their token price have too much volatility to be just a utility token. This is not bad or good but I think that regulation can be good if made with fixed and universal rules
