The rule is to prevent fraudulent actions that increase investor confidence in the ICO. I think the future of ICO might die, if the ICO market conditions are as they are now and continue until 2019. The reason is, the level of investor confidence is getting less for the ICO project, due to the weak stability of the value of crypto coins on the market.
