Yes, it can. Right now, bitcoin price is down, but there is altcoin that still increases no matter if bitcoin is on the red price. But if bitcoin increase, there will be another altcoin that the following bitcoin to increase so we can make a double profit. But this is only for a few coins list and not all coins. So you should know which coins that could increase with the rise of bitcoin.

Yes, it's obvious in crypto market that the price of bitcoin always drives most altcoin prices and this has been the trend for a long time. I think that Bitcoin price movement has been the bone of these altcoins, and i hope that one day this parttern of bitcon price trend may change for the good of everyone.

well nothing is impossible but as at now, BTC has major influence on altscoins and its clearly evident that the fall in btc price affected altcoins for it to fall too. There could be a point where altscoins would grow autonomous and then it will be possible for an altscoin bull run

Some altcoin is up the price and don't follow the price of bitcoin even if bitcoin price is in a low price but there are some altcoin too who follow the price of bitcoin so if the bull happen i think all the prices goes up.
