I think that this is not easy to do and to manage. I think that best way would be if tokens allocated for bounty would be locked at the beginning of the campaign directly to bounty manager so that things like financex could  not happen again

If even the bounty tokens are allocated to the manager at the beginning, it still will not stop a fraudulent project manager from cheating if he wants to.
