Maybe, not the best time but also not the worst time. Most of the coins are just sitting and waiting for the btc pump to be over. However if BTC crashes they will crash harder. I think it is better to wait for btc s next move and consider dumped solid altcoins.

Yes I think It is good time to buy crypto coin.  You can choose potential  coin like ethereum,  Bitcoin,  ripple,  litecoin  etc.  I believe the price will rise at the several months again.  Because I see the crypto market is recovering  now.  Grow and grow again.  I like it.

You can buy anytime but do partial buying always it is the best way for investment if coins drops further you can buy again to square of your buying price. I never heard about Titan coin but I can say you can analyse these coins for investment if you find it worth to buy: V-ID, B2BX, XRP and BNB.
