Undoubtedly, I would not like to compare DeFi and ICO, since they are very different from each other, since ico is a way to attract finance, and DeFi is a project's belonging to decentralized finance. But still, there is a similarity between them, and first of all it is independence and excitement around projects. It is the lack of certain control or influence on the developers of new projects that generates a large wave of fraud in DeFi, as it was in the ICO. I am most worried about the fact that due to fraud, large amounts of money will go not to the cryptocurrency market, for the development of promising projects, but to the pockets of fraudsters. But nevertheless, some DeFi projects are really very needed and will be in demand in society, like some independent and anonymous cryptocurrencies.
