unless there is a clear inconsistency with how the rules were implemented like for example a player violating a rule straightforwardly but a referee not giving the appropriate punishment then we could start speculating if any bias or match fixing were involved

We do know that fix matches are that indeed existing and happening but this could be only on smaller leagues and not that likely that will happen on bigger or those popular ones. It is hard to avoid every match fixer in every event that happens because there are many interests there, apart from the club owners or those who want to manipulate the score in order to gain an advantage from every match that happens. In the end, the sportsmanship that should be instilled can be lost because of someone's ambition to manipulate the score so that it can be in accordance with what they want.
